Will it make a difference if a light blue electroluminescent panel is used instead of white?

Yes, I believe it will. The purpose of a flat is to calibrate the illumination of the image through the optics. This is often referred to as vignetting or a darkening of the corners of an image due to the finite aperture. The flat shows this to the image processing software, which works out the gain required for each pixel to make a perfectly white image. This gain information is then applied to the actual image.

Thus, if you use a flat that isn't white, the RGB gain values will be skewed. If blue dominated the flat then the gain values for the red and green channels will end up being artificially high and that will add a red-green cast to the final image.
