NASA want to know more about where and when astronomers are using their telescopes. The reason is because they're concerned about the increasing use of satellites to perform LIDAR scanning of the earth (LIDAR is like radar but with lasers). The lasers are well within the safe limits against people accidentally looking up when they're scanning, but they want to know the relative risk of telescope users getting more light in the eye than they're expecting.
