Back Garden Lighting Advice

We live just outside Leicester but still within the urban "glow".

I want to put a little bit of lighting at the end of our back garden - ours and the neighbours' children pop over a bit of half-fencing there but as the nights draw in they are finding it difficult to see what they are doing.

I don't want a "security" light. I want something that is:

- dark sky friendly/ hooded
- economical (uses LEDs or energy-saving bulbs)
- not motion sensitive (I happy to turn it on when needed and turn it off before 7pm if the children are about)

Everything I've seen on the market is 4 or 5 times the price of the standard 150W security light. Can anyone point me towards something that is a modest price and fits the above. Or perhaps there are ways of adapting cheaper lights to hood them?

I am lucky enough to have in-laws in darkest Norfolk (I mean that in a dark sky way!) that we visit monthly and a clear night there is truly amazing when compared to what we see here. I am keen not to add any more light to the night time sky in Leics.
